Message At least in Texas it would. Any vehicle powered by gasoline or diesel 2-20 years old not commercially operated has to meet certain emissions guidelines. (commercial vehicles too, but the rules are different for them). Since this isn't powered by gasoline or diesel, it wouldn't apply, therefore would pass.
